Post-Vietnam guilt

The guilt doesn’t seem to work towards staying out of undeclared/unwon wars or managing federal contracts related to TRICARE.

A giant flag ritual at the next ball game will make it all good.

Answer: Because people are paid the same no matter if customers are happy or not.

Rants

Why is using a TRICARE account any more difficult than using an Amazon account?

I have been able to set up myAuth 2FA with my email. Elsewhere on the web, I run into 2FA and it works well. Send a code to email, enter that code for login. You are done.

myAuth requires a complicated password (expires every 60 days) in order to make use of 2FA? WTF?

Why require a separate and complicated password with 2FA?

6 numbers win $1,000,000 in a lottery game but TRICARE/myAuth requires maybe the most complicated password login protocols on the web and your password is only good for 60 days?

Why does the US Dept. of Defense make the use of web pages much more difficult than the 2025 version of online banking, having an Amazon account, or renewing a passport?

Recently renewed a passport on the web. No hassles. They did not seem to care what browser I was using. All went well.

Same federal government that makes TRICARE very tricky to work with on the web.

Pick a decade anytime after the war in Vietnam. No matter what political party or personality is in the White House, Uncle Sam struggles to get veterans health care to work properly. Moms, Dads, Grandparents, and young people have access to this info.

Now this:

What Others Are Saying

Below was posted two years back, but I am running into the same frustrations this week- even with myAuth 2FA.

Satisfying DS logon password requirements- impossible?!

My TRICARE concerns:

Make it easy to pay the annual fee.

Allow people to opt in for a mailed statement if requested.

How do I get a TRICARE statement that shows my deductible and how much has been used?

How do I get a TRICARE statement that shows my co-pays, shows when I last paid my annual fee etc.

Make a TRICARE account just as easy to use as my local PUD account.

I always want the option to see a written statement.

No money should change hands/go to TRICARE without a written or emailed invoice.

TRICARE does not send out a bill. TRICARE wants you to set up an automatic payroll allotment. No, thank you.

I have been paying bills for decades. I have never used a payroll allotment or a credit card subscription to pay recurring bills-still don’t want to. This ongoing clusterfuck with TRICARE is a very good example of why.

My local PUD mails out a statement each month. I could call them if I need to, but I never have a need. The PUD offers multiple payment options. Pick whatever one is best for you.

The PUD does not care about my user name and password. I need none of that to happily use their services for years on end.

Arrived in email:

“Notification of Pending DS Logon Account Deactivation”

I had abandoned use of this account a long time ago because keeping it turned on was a tortuous process.

TRICARE seemed to work OK a few years back, so I didn’t feel a need to log in and look at my payment record.

TRICARE crashed and burned on Jan 1st this year.

Questions for elected officials:

Any report of TRICARE up and running smoothly in 2025?

Does the new TRICARE contract include penalties for not running smoothly on Jan 1st?

Do they all get paid the same whether customers are happy or not?

Months ago, I wrote to both senators and my congressmember to share my TRICARE concerns:

Make it easy to pay the annual fee.

Allow people to opt in for a mailed statement if requested.

Make a TRICARE account just as easy to use as my local PUD account.

I always want the option to see a written statement.

TRICARE:

Want to see an updated statement of your payment history?

TRICARE has a customer portal page on the web. Tried to use this in the past. It is a tortuous process. Tricky to set up and update passwords over and again. They will treat you like a hacker, even if you have done nothing wrong. Super complicated.

TRICARE requires you to create a user name and password. Whatever password you like will only be temporary, because it must be changed on schedule and it is required to be complicated.

Did you forget your password? No problem, just provide answers to a few simple questions:

What was the house number across the street from where your best childhood friend grew up?

Way too complicated. Why should this be any more tricky to use than an Amazon account?

As a last resort, you call to speak to a human at the understaffed call center. Broken web protocols at TRICARE drive up the number of people who want to call and speak to a human. You may be passed around to several different call operators.

Back in early December, I was passed along to a total of four humans.

All layers of questions to verify every possible means to ID customer are repeated again prior to speaking to each human.

Add in some call wait times too.

Paid annual fee in Dec, 2024 on the phone, with a credit card. Never received any payment confirmation or invoice from TRICARE.

Filled out recurring credit card TRICARE payment authorization form in Dec, 2024. Placed form in the mail. Never received any payment confirmation or invoice from TRICARE. No verification of payment authorization from any federal source. It’s all a mystery.

None of my elected officials ever acknowledged my letter.

Today

Made the attempt to update my PW today:

DS Logon wanted me to enter my old PW and create a new one. The old PW was a simple one. DOD protocols no longer allow that.

Today:

“Password Requirements:

Passwords must be at least 15 characters but no more than 128

At least 1 lowercase letter

At least 1 uppercase letter

At least 1 number

At least 1 special character, no spaces allowed: @_#/,;~`%&=’:!$*+().{}|?><^[]-“\

You cannot use your birthdate, SSN, name, phone number, or ZIP code

When changing a password, your new password must have at least 8 characters be different

When changing a password, your new password must be different than the current and 10 previous passwords

You cannot change your password more than once every 24 hours”

You Will Do It Again Every 60 Days

“Enter your password below. Note that:

All passwords expire in 60 days and will need to be changed prior to expiration. You may want to note your password expiration date on a calendar. As a security precaution, your password should never be written down.

When entering your password below, you will know your password meets the password requirements when all lines above are green. If there are any red lines, go back and adjust the password to meet the requirement identified.

You are required to sign in at least once every 180 days to prevent your account from being deactivated.

When finished, always log off and CLOSE all tabs and browser windows to prevent PII loss.”

DOD Has A New/Easier Way

MyAuth

I’m not able to use MyAuth/the new way until I update my PW with the old way. Tried that today and had no success.

Love to see newspeople interview elected officials and let us know how sending US Troops to Syria, Lebanon, Somalia, Vietnam, Afghanistan, Iraq, Bosnia, etc., is somehow defending the constitution.

‘Where’s the penalty to them?’ | Military, Veteran mental health providers face financial breaking point after months without payment from TriWest

By Julieanna Jackson

May 7, 2025

“Since January 1, when TriWest Healthcare Alliance took over as TRICARE’s contractor for Texas and five other states, providers report going unpaid for services, some for as long as four months.”

“The payment issues appear to stem from technical failures in TriWest’s new system. Providers across the region have reported similar problems — spending hours on hold with customer service, receiving inconsistent answers, and having no clear timeline for resolution.”

“The reason that we exist and work in conjunction with TRICARE and the VA is because the VA cannot support the sheer numbers,” Serfass said. “We were at war in Iraq for 9 years, in Afghanistan for 19 years. The VA can’t handle them all if they don’t have support from the civilian mental health side.”

The TRICARE reputation is one of several areas that have declined for the US Armed Forces going back to the 1980s.

The 1980s was a decade that featured no recruiting crisis. The all volunteer military was working well, but the catastrophic military failure of 911 and decades of expensive/undeclared/unwon wars since then set things up for cutting back on the traditional benefits people thought they were earning when they reenlisted to go to far away places and maybe never come back again.

Back in 2014

American Legion:

American Legion fights TRICARE increases Commander says troops, military retirees and their families should not be targeted in new efforts to cut federal costs. The leader of The American Legion says he strongly opposes White House pressures to raise the cost of TRICARE coverage for some military retirees. TRICARE is the Department of Defense’s health-care insurance program for uniformed servicemembers, military retirees and their family members.”

“As Military.com writer Richard Sisk reports, the White House, as part of 2014 defense budget discussions, is urging the Pentagon to slow the growth of TRICARE costs by phasing in an increase in the TRICARE Prime plan’s current enrollment fee for working age retirees as well as raising co-pays for military retirees under the age of 65.”

Local Tricare offices to see shift in services rendered

The Daily News

THOMAS BRENNAN Daily News Staff Jan 14, 2014

“Walk-in services at Camp Lejeune’s Tricare office soon will be a thing of the past.”

“Administrative tasks such as in and out-processing and changing primary care providers, all things that can be done on the Tricare website, will no longer be available as in-person services aboard local bases as of April 1, according to Pentagon officials. Beneficiaries will also be required to process their billing related questions online rather than in person. According to Tricare, this switch will allow them to save more than $250 million over the next five years.”

2025

Today, TRICARE has a reputation for broken web sites, tortuous internet protocols and long phone wait times at understaffed call centers.

Thousands of American families have now had a loved one who did one or more tours in Iraq or Afghanistan.

Will they support new enlistments?

It’s time for a reckoning at Defense Health Agency over Tricare

Story by Kristi Cabiao – Air Force Times

April 10, 2025

“On Jan. 1, Tricare – the essential health care benefit serving millions of service members, retirees and their families – entered a new cycle of contracts for managing the military’s health care system. This transition, intended to improve efficiency and service, has instead exposed Tricare to systemic failure, mismanagement and what increasingly appears to be gross negligence.”

“Since the launch, families across the country have experienced a catastrophic disruption in care. Enrollment errors have left beneficiaries uninsured. Surgical procedures have been canceled when hospitals couldn’t verify prior authorization. Chronically ill patients have struggled to find providers to maintain life-sustaining treatment. For many military children with disabilities, years of hard-fought progress are at risk of being erased because therapy appointments were abruptly stopped.”

“The source of these failures lies not only with the regional contractors – Humana Military (East) and TriWest Healthcare Alliance (West) – but with the Defense Health Agency (DHA), which bears full responsibility for contract oversight and system accountability.”

It is clear DHA either ignored the lessons of the past or failed to learn from them. In 2019, the Government Accountability Office (GAO) warned that the previous Tricare transition in 2017 was marred by weaknesses in transition guidance and oversight. GAO’s recommendations were either poorly implemented or ignored – and now military families are paying the price.”

Welcome Home Troops

In a recent survey conducted by Mission Alpha Advocacy, families report spending hours on hold with Tricare contractors – only to be disconnected or told to “call back later.”

“And what has been lost in the chaos is trust. Trust between families and their health care system. Trust between providers and the military medical infrastructure they have long supported. And perhaps most critically, trust between the force and the leaders responsible for ensuring military readiness.”

“Resilience – the ability of military families to withstand constant relocations, deployments and separation – relies on predictable support systems. When families move to a new duty station and discover their Tricare benefits are inaccessible, resilience becomes even more difficult.”

“And retention? It evaporates when military families feel neglected. No incentive pay or patriotic appeal can convince a family to stay if the health care system that serves them is broken beyond repair.”

What became of enlisted leaders?

Not here to say that military benefits are inadequate. Just stick with whatever was offered when people signed up to stay on for multiple tours in Iraq and Afghanistan and we’re good.

If you did your homework back in May of 2024, you remember:

“We are committed to keeping all of our military families informed about your health plan, your choices, and ensuring a seamless transition to new contractors,” said Lt. Gen. Telita Crosland, director of the DHA.

“…new contracts will improve health care delivery, quality, and access for beneficiaries living in the United States.”

Stop kissing veteran ass on Armistice Day and every other chance you get. Stop with the “Thanks for your service” nonsense.

People volunteered to go to far away places and maybe never come back again.

Go to work to smooth out the process they face when they need to call and manage whatever benefits they earned.

Older veterans have influence with kids, grandkids and younger members of the community. Do right by them if you ever hope to dig out of your US Armed Forces recruiting crisis.

Troops need better health care access, top enlisted tell lawmakers
By Karen Jowers
Apr 8, 2025 – Marine Corps Times

“When care isn’t available in the military treatment facilities, beneficiaries rely on civilian networks. However, limited resources have affected care delivery, provider recruitment and Tricare’s ability to compete in the civilian insurance market, Honea said, adding that Tricare’s reimbursement rates are tied to Medicare rates and are often too low for providers.”

Uncle Sam is not paying the bills:

“Honea also noted complications with the new Tricare contracts have delayed claims processing and damaged civilian medical providers’ trust in their timely payment.”

TRICARE has earned a reputation:

“Rep. John Rutherford, R-Fla., said the continued payment problem could result in some providers leaving the Tricare network. He cited one provider who is owed about $100,000 from Tricare.”

Welcome Home Troops

“Military families have reported extensive issues with health care access since the new Tricare contracts began in January, which have caused medical shortfalls for some families and some providers dropping Tricare patients because of the difficulties, Military Times previously reported.”

Military suicide has been a thing for years now and this is what you get:

“For instance, some Marines are having to seek out mental health care from civilian providers because there aren’t enough mental health providers in military treatment facilities, Sergeant Major of the Marine Corps Carlos Ruiz told lawmakers. Because there are few providers and appointments available in the civilian community, they may have to wait 45 to 60 days to get the help they need, Ruiz said.”

Notice that elected officials have not taken the initiative to fix TRICARE problems that have dragged on since Jan first. They sit and listen to requests to take e action in April of 2025.

Not here to say that military benefits are inadequate. Just stick with whatever was offered when people signed up to stay on for multiple tours in Iraq and Afghanistan and we’re good.

The US Dept. of Defense has really taken a dive since the 1980s. I’ll do a blog on that later.

Naval Hospital Bremerton in the news:

Decade of reductions at Naval Hospital Bremerton push out retirees, beneficiaries

Conor Wilson – Kitsap Sun April 3, 2025

“Over the last decade, the hospital has been gutted, leaving a major gap in the local health care sector and bogging down local providers. As large numbers of military retirees and beneficiaries are forced out of the military system, they increasingly find themselves searching for care in an overburdened civilian sector desperately short on providers and struggling to provide access to routine care.”

U.S. Sen. Patty Murray:

“This pattern of declining care and personnel mismanagement at one of the largest Naval bases in the nation suggests a lack of attention to the healthcare needs of servicemembers, veterans, and their families in Kitsap County.”

Naval Hospital Bremerton did not make a member of its leadership available for an interview as part of this story, despite multiple requests since late February.”

“Kitsap County has a shortage of primary care providers, with about half as many per capita as the state average in 2023, according to Washington Health Care Research Center.”

Ask A Recruiter

“Reductions at Naval Hospital Bremerton over the last decade come as the Department of Defense, the federal agency that runs the military health system, has reduced spending on health care. As part of a major realignment designed to shed costs, it has prioritized operational readiness for wartime missions and care for those on active duty over that of beneficiaries and retirees.”

“Civilian providers say they are increasingly shouldering the load left by the Navy. The result is worse access across the board for primary, maternal and specialty care for all residents, including those not connected to the military. Shortages are driving up hospital bills, as more people depend on emergent care, and likely leading to worse outcomes for Kitsap patients.”

“Virginia Mason Franciscan Health, who own St. Michael Medical Center in Silverdale and St. Anthony Hospital in Gig Harbor, has seen “increased demand as military health care facilities have adjusted their offerings over the years,” St Michael President Chad Melton wrote in an email.”

“…military health care facilities have adjusted their offerings…”

Politician speak will take you to the highest levels.

Thousands of men and women who did time in uniform over the past 25 years did one or more tours in places like Syria, Africa, Iraq, Afghanistan, and Kosovo. Some stayed for 20.

Now, these people are told that the benefits they thought they were earning when reenlisting for another tour are going away in order to save money. WTF?

Same country that sent big cash to Ukraine several times over in 2024.

Today, Uncle Sam needs more people to volunteer to go to far away places and maybe never come back again.

Good luck with your US Armed Forces recruiting crisis.

Months later- tortuous web protocols and long call center wait times are still holding things up?

Tricare Again Extends Deadlines for Beneficiaries in Western US After Contract Change

Military.com | By Patricia Kime

Mar 28, 2025

“The postponement marks the fourth time patients have received a reprieve to update their payment information if they pay TriWest by bank draft or credit card. The original deadline was Dec. 31; it had been extended through Jan. 30 and subsequently Feb. 28 and March 31.”

“Tricare officials said that if beneficiaries don’t update their payment information or any fees before April 30, they will be disenrolled, retroactive to Jan. 1.”

With tardy insurance payments, military families concerned about health care and services

by Abby Ammons Military Families Magazine Mar 26, 2025

“At a recent doctor’s appointment, Army spouse Tessa Brassard was handed a printout explaining that the insurance company TRICARE had not processed payments since Dec. 31, 2024. The letter went on to warn TRICARE patients that they would be placed on a waiting list and additional appointments would only be made after payment had resolved.”

“So it’s either find another office that will take TRICARE, pay out of pocket, or go on base and wait forever,” Brassard said.

“I find this whole thing repulsive,” she continued, after learning that other military families around the country were experiencing similar issues. Two weeks after receiving that letter of warning, Brassard learned she was dropped from another provider as well.

With so many families calling to sort things out, wait times to speak to customer service representatives are longer than usual.”

Live in the West Region? Submit Payments to TriWest by April 30 To Avoid Disenrollment

Waiver, payment deadlines extended for Tricare West Region
By Karen Jowers – Military Times
Mar 27, 2025

“Beneficiaries now have until April 30 to use referral approval waivers and point-of-service waivers and provide payment information to TriWest, the agency announced Thursday. The previous deadline was March 31.”

Months after the first deadline of Jan 1, 2025:

“Officials have extended these deadlines as West Region beneficiaries and health care providers have reported a number of problems with the contract transition from Health Net Federal Services to TriWest.”

Reaction Mode

“TriWest officials have said they’re taking steps to improve their online portals and staffed up their customer call centers to provide more service to beneficiaries and health care providers.”

Ask a recruiter:

“Some families have told Military Times that even with the referral waiver, some specialists won’t see Tricare patients because of various issues they’ve been having.”

Seems a little complicated:

“The extension for setting up payments applies to certain beneficiaries in the West Region who pay fees for their Tricare Prime or Tricare Select plans and those who are enrolled in a premium-based plan, including Tricare Young Adult, Tricare Reserve Select and Tricare Retired Reserve.”

“Defense Health Agency officials, who have extended this deadline several times, warn beneficiaries could be disenrolled from Tricare, retroactive to Jan. 1, if they fail to set up their payments by April 30.”

Recruiting crisis for Uncle Sam? Elected officials and top Pentagon Generals earned it.

From a Jan 14th blog

Elected officials:

Stop kissing veteran ass on Armistice Day and every other chance you get. Stop with the “Thanks for your service” nonsense.

People volunteered to go to far away places and maybe never come back again.

Go to work to smooth out the process they face when they need to call and manage whatever benefits they earned.

Older veterans have influence with kids, grandkids and younger members of the community. Do right by them if you ever hope to dig out of your US Armed Forces recruiting crisis.

This whole thing should be no more tricky to use than an Amazon account.

My TRICARE Concerns:

Make it easy to pay the annual fee.

Allow people to opt in for a mailed statement if requested.

No verification of payment authorization from any source. It’s all a mystery.

On Your Side: Healthcare changes cause delays and frustrations for military families

By Ashley Reynolds KYTV News

“It all has to do with a recent change to what’s known as Tricare. That’s the military’s health care program. On January 1, Tricare began delivering health care with TriWest. It was supposed to cut costs and improve access. Military families and providers tell On Your Side the transition is chaos. There’s a backlog of referrals and payments. If those clinics don’t get paid, the doors won’t stay open to help our soldiers and their families.”

“The disruptions impact nearly ten million people, including those at Fort Leonard Wood, who should receive secure medical, mental, and behavioral services.”

Ask a recruiter:

To me, this ain’t fair. It’s a kick to the groin. You serve your country, and your country doesn’t care about you or your family, and that hurts. And I know I’m not the only one who thinks that either,” said Hansen.

On Your Side emailed TriWest asking for an on-camera interview. TriWest didn’t answer the request but asked for Buehre’s contact information. We gave it. We asked for an interview again and again and never heard back.”

Hold times in the beginning were two to five hours depending on the time of the day and day of the week. They tell us that their system was not equipped for all of the services and the number of participants,” said Buehre.

Unpaid claims and coverage gaps: Changes to the military’s health care program are causing disruptions

Mar 7, 2025
By Melissa Chan – NBC News

“Changes this year to Tricare, the military’s health care program, have brought cascading disruptions to millions of service members, their families and network providers nationwide.”

“About 16,000 health care providers on the East Coast alone have not been paid for months, forcing many to drop Tricare patients, reduce their hours or consider closing their clinics. On the West Coast, federal officials said, beneficiaries are struggling with a host of issues, including long wait times at call centers and stalled referrals and authorizations.”

Several thousand health care providers have not been paid since December 2024 because of a data issue, officials said.”

“This situation has become untenable,” said Brenda Stephens, who submitted $180,000 in claims for services that her mental health clinic in San Diego provided to military members this year.

Welcome Home Troops

“Matricia said she and other staff members fear the fallout will further affect the mental health of service members, who will likely not be able to afford the full cost of up to $150 per session.”

“You’re talking about people who are suicidal,” she said. “If you stop their care, they can choose to end their life. It’s very hard to transfer therapists. It’s really hard to open up again.”

“DHA provides health care services to more than 9 million service members, military retirees and their families, including the military’s Tricare health plans.”

“This year, many military families have faced challenges with the transition of DHA’s Tricare contracts in the East and West regions. Tricare snafus cause medical shortfalls for military families

Feb 19, 2025 – Marine Corps Times

By Karen Jowers

“Since Jan.1, beneficiaries and providers alike have had problems with TriWest’s online portal, and many have waited hours on hold with the TriWest call center for multiple days.”

“In addition to widespread problems with TriWest’s web portal and call-center wait times, other problems reported to Military Times include: receiving incorrect information from TriWest; TriWest taking months to approve contracts for Tricare providers; and providers not being reimbursed for the care they’ve provided to Tricare beneficiaries.”

Because the providers are having these difficulties, some of them are not taking new Tricare patients – and dropping the ones they did have.”

The purpose of this blog is not to say that military benefits are inadequate.

You have earned health care benefits with your career/job. You have made whatever payments/co-pays are required during the year to keep your health care turned on. Making use of what you earned should not be a tortuous process.

US Armed Forces Recruiting Crisis

It will be interesting to see how things play out in the months ahead.

Thousands of American families have now had a loved one who did one or more tours in Iraq or Afghanistan.

Will they support new enlistments?

Decades after the lessons of Vietnam, it feels like the people who run the Pentagon specialize in undeclared/unwon wars.

Understandable why young people and their parents and grandparents would take a dim view on all this.

If DOD was an NFL team, sports talk radio would feature comments like:

The Dept. of Defense was nowhere to be found on 911. We haven’t won a war since.

Any college or pro football coach would have been fired a dozen times over for what DOD has done with the US Armed Forces during the fake GWOT era.

Flag officers and high level DOD civilians built careers made of undeclared/unwon wars. Now they must mastermind ways to recruit a new generation.

“Reports from service members frequently describe undercooked meat, unseasoned meals, a lack of fresh ingredients, and unhealthy menu options. The substandard, and sometimes dangerous, food in turn leads to fewer soldiers using the facilities — a downward spiral that results in even less money being spent on meals.”

“In the past, service officials have pointed to a lack of attendance at Army dining facilities, saying resources are continually stripped because of a perception of dwindling interest.”

“Army officials declined to answer detailed, or even broad, questions about how so much money is diverted and how budgets for food are decided. The service also declined to make any senior officials available on the record for interviews.”

The 1980s were sort of the glory days of recruiting for the all volunteer force. What were they getting right about chow halls back then?

In One of the Marines’ Most Iconic Jobs, a Stunning Pattern of Suicide

Military.com | By Kelsey Baker and Drew F. Lawrence
Feb 11, 2025

“Logan Sowell’s suicide in July 2021 is one of at least seven in the past five years involving the Marine Corps’ stable of drill instructors, according to military casualty reports obtained through Freedom of Information Act requests. In 2023, three occurred at Parris Island within less than three months.”

“A study completed by the Marine Corps in 2019 found that during the previous decade, 29 drill instructors either ended their lives or openly acknowledged they had contemplated doing so — an aberration the study’s authors characterized as startlingly high compared with the occurrence of suicidal ideation among Marines who had never held that job. Rates of addiction and divorce among drill instructors also were higher, researchers found.”

Military’s Tricare transition to TriWest a ‘fiasco,’ some say

Tricare West Region Beneficiaries Get Another Chance to Update Payment Information

“The Defense Health Agency announced Tuesday that beneficiaries who are enrolled in Tricare Prime and Tricare Select, as well as programs that include Tricare Young Adult, Tricare Reserve Select and Tricare Retire Reserve, now have until Feb. 28 to update their payment information.”

“The original deadline for those who pay for Tricare with a bank electronic funds transfer, credit card or debit card was Dec. 31, 2024. As a result of problems with TriWest’s online portal and phone system, the deadline was extended to Jan. 15 for those on Tricare Young Adult and Tricare Reserve plans and Jan. 31 for beneficiaries on the Prime or Select programs.”

“The spouse of a retired Marine Corps officer told Military.com she waited more than three hours on three separate occasions to speak to someone about her information and referrals.”

“She waited on hold, only to not have her questions answered because none of her medical information was available to the call center staff, she added.”

“While polite, the TriWest phone answerers seem completely incompetent,” she said.

Tell your USMC Platoon Commander you need an additional two full months to handle that project he gave you back in May of 2024.

My wish for TRICARE:

Make it easy to pay the annual fee.

Allow people to opt in for a mailed statement if requested.

Make a TRICARE account just as easy to use as my local PUD account.

I have been paying bills for decades. Used to mail in a check, now it is mostly done with online banking.

I always want the option to see a written statement.

No money should change hands/go to TRICARE without a written or emailed invoice.

TRICARE does not send out a bill. TRICARE wants you to set up an automatic payroll allotment. No, thank you.

I expected a mailed statement in December that still has not arrived. Recently I have called twice to speak to a human at DFAS. I spoke with a different person on each call.

On both occasions, the person I spoke with was professional. It is clear that customer service staff in the call center have been downsized probably to save money.

Long hold times, frustrated callers, difficult web protocols. I feel for the few call center people available who must deal with unhappy customers.

Plenty of cash for Ukraine. Plenty of cash for decades of undeclared/unwon DOD wars.

Recommendation: Staff up the call centers at DFAS and at TRICARE.

Tortuous web protocols at TRICARE and DFAS contribute to the number of people who want to call and speak to a human.

It almost seems like they create steps to make it difficult and confusing to use the benefits you have already earned and paid for.

High level politicians from both major parties have been talking for decades about fixing/supporting veterans health care benefits.

Dec 21st update:

A letter from TRICARE came in the mail today. It is not a statement for my account, it is a general reminder that fees for 2025 are going up. The fee stated does not equal the fee I paid on 12/03/24.

Wondering now, why I was not charged for the entire fee when I called and asked to pay the 2025 annual fee on 12/03/24.

Not here to hassle about the fee, just wanted to pay the total once and for all on 12/03/24.

Easy versus Hard

The task: Pay in advance for a 12 month fee to keep TRICARE turned on.

Preferred method:

Mail me a statement/bill me on the web, and I will use my online banking account to pay as I do with a hundred other bills.

TRICARE does not send out a bill. TRICARE wants you to set up an automatic payroll allotment. No, thank you.

TRICARE has a customer portal page on the web. Tried to use this in the past. It is a tortuous process. Tricky to set up and update passwords over and again. They will treat you like a hacker, even if you have done nothing wrong. Super complicated.

Today:

TRICARE is moving from one contractor (this year) to a new contractor (next year). Called one-800 current contractor to pay today with credit card. Layers of questions to verify all possible means to ID customer. Finally was able to speak to a human after the robot was asking questions I do not know how to answer.

Human comes on and wants to know what I want to do.

Use credit card to pay annual fee for 2025. “OK, I will transfer you to billing.” All layers of questions to verify every possible means to ID customer are repeated again.

Second human asks:

What do you want to do? Use credit card to pay annual fee for 2025.

“You may not do that because a new contractor is taking over for next year.”

Human provides one-800 number for new contractor. Called that number. Phone tree advises to hang up and call 911 if this is a medical emergency. Press 3 if you are experiencing a mental health crisis (heading that way now).

All layers of questions to verify every possible means to ID customer are repeated again.

Human comes on:

What do you want to do? Use credit card to pay annual fee for 2025.

“OK, I will transfer you to billing.”

Extended phone holding time now takes place.

All layers of questions to verify every possible means to ID customer are repeated again.

Human number four this morning comes on:

What do you want to do? Use credit card to pay annual fee for 2025.

Looks like it all worked out. Fee is paid.

Many companies will forward an email receipt/payment confirmation when you complete business with them. This does not happen with TRICARE.

No money should change hands/go to TRICARE without a written or emailed invoice.

All people I spoke with on the phone today were making a positive effort to do a good job. No problem with any individual I dealt with.

Last year:

Not here to say that military benefits are inadequate. Just stick with whatever was offered when people signed up to stay on for multiple tours in Iraq and Afghanistan and we’re good.

A new email arrived advising:

“Your DS Logon (DSL) account will be deactivated in 30 calendar days due to inactivity.”

You must go and set up a new user name and password every so often. Or do I have this wrong?

A tortuous process awaits.

This whole thing should be no more tricky to use than an Amazon account.

People have been using the web at home for 25 years. Any changes during this time should have been for the purpose of making things more simple, faster, easier, etc.

20 years ago, there would have been various rants posted by people offering up critiques on TRICARE/DS Logon protocols. Today, alternative views have been mostly scrubbed away.

If you change up your search you can see what some people are thinking.

Getting somewhere now:

The whole system is fucked. You can’t log in to Tricare west via a CAC DS logon. It can only be done via a Username/Password DS logon for some fucking reason.

I lost my phone and this my authenticator app so lost my old DS Logon account (help desk said they couldn’t recover it and had to delete old account and have me create a new one).

But you can’t create a username/password account anymore if you have a CAC. You can only make a CAC account. Which in turn doesn’t work for Tricare West.

It’s mind blowing.”

“Both the Air Force and Navy IGs pointed to a lack of medical providers willing to accept TRICARE — the global health insurance program for troops, retirees and their families — and a general lack of specialty providers.”

We have run into this several times over the years. Providers we like will say they left or are leaving TRICARE because the paperwork requirements are too big for the money they get paid from TRICARE.

Recruiting Crisis/Reality Check

Thousands of American families have had a loved one in the regular or reserve US Armed Forces who did one or more tours in Iraq or Afghanistan. National Guard too.

If we can just get the veterans, parents and grandparents of the USA to recommend an enlistment to the young family members in their life, things will be looking up.

The US Dept. of Defense spent the last 30 years squandering prestige and credibility overseas and at home.

If DOD was an NFL team, sports talk radio would feature comments like:

The Dept. of Defense was nowhere to be found on 911. We haven’t won a war since.

Four-star officers, high level DOD civilians, policy think tanks and the press will avoid being honest about how DOD has been used over the past 30 years. They tend to avoid discussing a track record that is not attractive to the parents, grandparents, young people and veterans of America.

Decades after the lessons of Vietnam, it feels like the Pentagon specializes in undeclared/unwon wars. The DOD brand has been wrecked.

It’s all about freedom folks.

Pretending that decades of undeclared/unwon wars are linked in any way with American freedoms is the kind of dishonesty that will snuff out the energy American families once had for encouraging young people to enlist.

Good luck with your US Armed Forces recruiting crisis.

“Beneficiaries around the globe are grappling with provider shortages, subpar network options and long wait times, the Pentagon inspector general said…”

“Chief among the issues is the challenges troops and their families face when trying to access health care at military treatment facilities in the United States and overseas.”

The US should maintain strong and ready military forces.

The US Armed Forces have attracted many good people over the years.

A few random thoughts here:

Americans do not live in a free and honest society. Veterans Day is a day where some pretend that the US Dept. of Defense (established after WWII) and overseas military operations under The Chairman of the Joint Chiefs of Staff (The post of a statutory and permanent Joint Chiefs of Staff chair was created by the 1949 amendments to the National Security Act of 1947.) are linked in some way to American rights and freedoms.

In some cases, the US Armed Forces provide for our security. That’s as good as it gets.

In terms of American rights and freedoms- The Dept. of Defense has no more say than the Dept. of Agriculture.

“Concert For Valor? That sounds like something the North Korean government would organize,” I said as I typed Concertforvalor.com into my MacBook Pro looking for more information.

Whatever Happened To Armistice Day

Veterans Day

One of the very most meaningful holidays for some. Stolen from Armistice Day in the 1950s. At that time, the US Dept. of Defense had started a decades long tradition of not being able to stay out of or win undeclared wars in distant lands.

Today, Armistice Day is free chow day.

Post-Vietnam Guilt

The guilt doesn’t seem to work towards staying out of undeclared/unwon wars. It’s good for head of the line parking spots over at the grocery store.

It’s good for making claims that all who did time in uniform are heroes.

Hero?

Most people do no time in the military- they don’t want to.

There seems to be a quiet guilt about this, so American popular and political culture almost worships those who do.

You don’t have to look too far to find comments that refer to the troops as “heroes.”

Some are.

No one who has done time in an average military unit would be comfortable with everyone present being called a hero. Some units would be the exception, but for most people who have done time over the years, calling everyone a hero would have no connection to reality.

Reality, and an honest understanding of why we send The Troops to far away places isn’t what we’re about though.

Reaching for an honest understanding of US foreign policy makes more sense than “Thanks for your service.”

For those ready to take a break from the social media/emoji version of the internet, there is more here from this 2012 blog:

Hero?

Post-Vietnam guilt is good for replacing the meaning of Armistice Day with free meals, giveaways and discounts.

It’s good for setting up the idea that veterans are people who are most eager to show up for the next big marketing event staged by major retailers and restaurant chains.

It’s good for elementary school Veterans Day assemblies and teaching young children that The Troops are sent to distant lands to defend American rights and freedoms, as if the US Armed Forces function as some sort of giant civil rights organization.

In the 60s & 70s I never attended a Veterans Day assembly at school.

There were none.

Probably enough veterans around to remove most of the mystique, or maybe those veterans thought it was all just an average thing and did not want to be seen as a separate part of American society, or get head of the line parking spots over at the grocery store.

Each November, school teachers across America host Veterans Day assemblies– and promote the idea to children that The Troops are in distant lands-fighting for American rights and freedoms-as if the US Armed Forces function as some sort of giant civil rights organization.

In Washington State, these assemblies are mandatory.

The VA tells teachers that The Troops are Defending Liberty and Freedom.

Hey VA, can you help us to understand the militarized version of freedom here:

In addition to freedoms possibly enjoyed by all adults, those adults who are 18-20 years old are placed in a land of the free holding pattern.

Alcohol, marijuana, tobacco and firearms restrictions are in place for 18-20 year old adults. Is there any state where recreational marijuana laws remove prohibition for adults at age 18?

Doesn’t seem to fit with a society that can’t stop bragging about freedom, thanking the troops for freedoms, fighting wars for freedoms, staging military jet flyovers at sporting events for freedom, etc.

Both major political parties are OK with treating 18-20 year old adults as second-class citizens.

Don’t look for newspeople or school teachers at Veterans Day assemblies to question any of this. Good luck with your US Armed Forces recruiting crisis.

Maybe a few more decades of undeclared/unwon wars and the freedoms will get better. Ask the speakers at your Veterans Day assembly.

In terms of American rights and freedoms- The Dept. of Defense has no more say than the Dept. of Agriculture.

Legal marijuana, concealed carry of handguns, semi automatic rifle sales, federal minimum drinking age, federal toilet regulations, sports betting, federal gas can regulations/free enterprise system,
voting rights, bump stock baninterracial marriage, gay marriage, tobacco sales, open container laws, etc.

Freedoms come and go. None of the above are linked in any way with The Joint Chiefs of Staff, The Troops, The Dept. of Defense or the outcome of military operations overseas.

Love to see a student ask: If The Troops fight for your right to sit, stand, kneel, etc.-why were black people still riding at the back of the bus after the big WWII victory?

Love to see a student ask: If the wars aren’t won-how can they protect our freedom?

Love to see a student ask: Whatever happened to lessons about Armistice Day?

Hey schoolteachers, here’s a lesson idea for you:

1967

Did the Joint Chiefs of Staff send The Troops to safeguard American freedoms?

Was it the Viet Cong that set up laws in 16 US states to prohibit interracial marriage?

Jet Noise Made Them Free?

Made For TV

Various big companies will remind us that they support veterans and The Troops. Always wonder if any of those companies advocate for less in the way of undeclared/unwon wars. Do traditional veterans organizations advocate for less in the way of undeclared/unwon wars? Would a move in this direction attract more new members? Have any newspeople ever asked about this?

The All Volunteer Force era has been a time to tell the American people that US troops are sent to distant lands to defend American freedoms. This urban legend has run its course. People have seen enough now to know this is no more than a marketing strategy. Uniparty newspeople play along by not asking questions:

Whatever happened to the formal congressional declaration of war?

Be sure to ask the speakers and teachers at your elementary school Veterans Day assembly.

The formal congressional declaration of war would be the time to hear from elected leaders and top generals Re: lessons learned on all the issues that have doomed the Department of Defense track record for winning wars since DOD was established in 1949.

Don’t Just Thank Me for My Service. Ask Me About It

“And although you, John Doe civilian, did not personally authorize our military to enter Iraq and Afghanistan, as the citizen of a democracy, you share the burden of our wars.”

If it is a democracy, when do we vote on undeclared/unwon wars?

The US Dept. of Defense spent the last 30 years squandering prestige and credibility overseas and at home.

Decades after the lessons of Vietnam, it feels like the politicians, four-star officers and high level DOD civilians who run the Pentagon specialize in undeclared/unwon wars. The DOD brand has been wrecked.

Group Identities are Tricky/What others are saying:

I am a Marine Corps veteran, served four years active duty in a combat role and never saw any combat. In my eyes, that doesn’t make me a veteran.”

Enjoyed this post.

What gets me is Veterans who get pissed when they DON’T get praised for being Vets or if a store doesn’t have a discount. I was behind a guy arguing with a cashier because company X did not offer a military discount. He Was going off on how he was deployed and gets no thanks for it. I asked him what branch he was and where he deployed to. Army National Guard, Deployed to Fairfax, VA to help with elections. What a twat.”

“I think the general problem many Vets have today with Veterans Day is that “Thanking the Troops” has become a marketing scheme and the sacrifices that you describe have been manipulated to sell used cars and mattresses. It just doesn’t feel like a sacred holiday. You’re doing it right, but as a nation, we are not.”

Should We Celebrate Veterans?
By Laurence M. Vance
November 9, 2023

“Most Americans would say we should celebrate veterans for

keeping us safe
protecting America
defending our freedoms
fighting over there so we don’t have to fight over here
protecting and defending the Constitution
But since veterans do none of these things, I ask again: Why should we celebrate veterans?”

Respect for The National Guard

The people of Minnesota need more applicants to maintain a place to live and a regular job in their hometown area when they are not doing time in foreign lands helping DOD with undeclared/unwon wars and missions completely unrelated to their home state.

A few decades back, people might think of the National Guard as one weekend a month and two weeks in the summer plus a way to support your home state by being ready to get called out for floods, fires, natural disasters, civil unrest, etc. Maybe a way to help the next state over if they needed it.

Thousands of men and women who signed up for the National Guard in the past 25 years did tours in places like Syria, Africa, Iraq, Afghanistan, and Kosovo.

Any members of the press available to show up and ask why the people of Home State, USA needed services in distant lands, absent any military emergency, national emergency, draft, or declaration of war?

Recruiting crisis for Uncle Sam? Elected officials, top Pentagon Generals and the press earned it.

They forgot The National Guard again. At 1:03 kids are told that this is all about defending our freedoms.

It’s all happy and good. No need to consider the true meaning of Armistice Day or call for less in the way of undeclared/unwon wars.

School children are taught about a free enterprise system. They grow up to find out that the federal government will tell them what kind of shower head they must install in the bathroom, and what type of gas can they must buy for their generator.

Wait until they find out (at age 18) that adults in the USA are divided into groups of first and second class citizens. Uncle Sam says you are not old enough to buy a six pack of beer. Gee whiz- it wasn’t like that when the WWII generation came home from the war.

Armistice Day is Now Free Chow Day

Here’s where veterans can get free meals on Veterans Day in Milwaukee

“…be prepared to show a military ID.” Trivia update: Many guys and gals who did time in the US Armed Forces, left and moved on, have no military ID of any kind.

Meet a veteran who isn’t shy about going out & grabbing a couple free meals-it’s a proud thing:

Get on down to the showroom to Salute The Troops!

KOMO News video: Nine military vets were treated to a supermarket shopping spree in Lakewood.

Is there a perception that people who did time in uniform are needy or disadvantaged? This news report gives us no hint as to how these veterans were selected. Was this a publicity stunt for the local NFL team? Newspeople play along by not asking questions.

Another story with zero information or reporting on how these families were selected:

Retail marketing strategy update: Ass Kissing & Propaganda

Veteran hassled over veteran parking spot at the grocery store.

Veteran reports incident to store manager.

Veteran returns to store to get thanks for his service, a cake and $100 in gift cards:

“On behalf of Harris Teeter I know we’re happy to have you as a customer and protecting the country for us,” Roy Bunn, store manager, told Boyle on Thursday evening. “For the incident, we deeply apologize for that.”

“This person who wrote this note on my car was given that right to be able to do that because of what I did.”

People in uniform give rights? This idea calls for more discussion.

Know that some who did time in uniform do not want head of the line privileges of any kind. They do not want discounts/freebies, and would refuse to appear in a TV news broadcast to have their ass kissed by some giant grocery store chain because of their You did time in uniform, so here’s your special parking spot scenario. Some veterans wouldn’t even use the parking spot to begin with. They might believe little old ladies should get the better parking.

Many veterans claim to have served to protect American rights & freedoms.

How does this work?

Do the US Armed Forces function as some sort of giant civil rights organization?

Glorification of military service / total nonsense:

WA Secretary of State:

Our right to vote has always been protected by the brave men and women who serve in our Armed Forces.”

If a right to vote has always been protected by the brave men and women who serve in our Armed Forces, how come women were not allowed full voting rights at the end of WWI?

Why the need for a 1965 Voting Rights Act if overseas military operations somehow secured voting rights?

If a right to vote is protected by the US Armed Forces, what becomes of that right when the US leaves Syria, Lebanon, Somalia, Vietnam, Afghanistan, etc., without a victory?

“I’ve heard from far too many Montanans that TriCare isn’t working for them, and I’m concerned about the alarming number of issues with the program.”

We’ve got 17 veterans a day as of the last census that are committing suicide, and Montana’s suicide rate is the highest in the nation. There’s not enough people out there to take care of the problem, so that when somebody is in crisis, they have no help. We don’t have enough providers that are available to get on board and when they do, they’re libel not to work because it takes 45 to 60 days or longer to get paid. This is insane.”

Welcome Home Troops – Penn Valley, California

Not enough undeclared/unwon wars to get it right. Plenty of cash to ship to other countries. Plenty of cash for DOD to go and nibble around the edges of distant countries that may be potential enemies.

Not here to say that military benefits are inadequate. Just stick with whatever was offered when people signed up to stay on for multiple tours in Iraq and Afghanistan and we’re good.

Every few years, no matter what political party or personality is in power, there are moves to modify what people thought they were earning in exchange for 20 years of unrestricted worldwide service.

The plan is to save cash by reducing the traditional DOD military benefits that were on the table when people began doing multiple tours in Iraq and Afghanistan.

This is the same country where both major parties invite veterans to be momentarily honored at State of the Union events when they control the White House.

Will an older generation encourage a younger generation to do time in the US Armed Forces in the years ahead?

The guys who did time in the Vietnam War may have grown up in a family where Dad was a WWII veteran.

The guys who did time in the Vietnam War may have been WWII veterans.

It feels like the people who run the Pentagon have made a career of undeclared/unwon wars. It is understandable that people would not want to take part in this.

After squandering DOD credibility for decades in distant lands, top generals are now hurting for people to sign up.

The Dept. of Defense was nowhere to be found on 911. We haven’t won a war since.
