News out of Seattle a few weeks back and now from Portland Oregon, local authorities yield the right of way to violent mobs.
I think Culp would take care of a situation similar to the one in Portland without involving secretive and militarized federal agents.

Portland protests: Mayor demands federal officers leave city
“The lawsuit said the actions of federal officers violated protesters’ ability to exercise their constitutional First Amendment right to assembly and, by seizing and detaining people without a warrant, also breached the Fourth and Fifth Amendment right to due process.”
I disagree with this statement. Peaceable protest and assembly is much different than violent mobs taking over part of a city.

Promoting public safety Re: masks should extend to public safety related to protests on I-5.
WSP allowed public safety to be placed at risk:
“Protesters had shut down the interstate for 19 days in a row, Mead said at a press conference.”
After enabling criminal conduct, WSP will no longer enable criminal conduct:
“Blocking a freeway is a crime and no longer are we going to enable that criminal conduct to continue,” said State Patrol Capt. Ron Mead, who made the decision to no longer close the interstate. “We are not going to be allowing protesters to access the freeway unimpeded, and there are consequences for criminal conduct.”
