Was Homeland Security ever meant to handle this task?
If so, why would DOD funding for maintenance related to barracks and other facilities be diverted to send US troops to the border?

When will Seattle area drug addicts have any difficulty finding their cartel product of choice.
When will Puget Sound area first responders find any less need for Narcan, buprenorphine, Naloxone, fentanyl test strips, or any similar product used in overdose response situations.
No matter what elected officials have decided to do Re: enabling drug use in WA, a $51.6 billion (every 12 months) US Dept. of Homeland Security has been on the job in recent years.
We’ll see what the future holds.
