Vote by mail ballot must be postmarked no later than Election Day.
Completed ballot travels through the mail in an envelope that is prepaid.

If a WA voter is visiting family in Florida & they mail the prepaid ballot envelope in FL- a day or two prior to Election Day- will it be counted?
