Limited Powers
Law enforcement authorities in the US have limited powers away from border crossings and ports of entry.
In a free society- young people would understand this prior to graduating from high school.
It would be as well understood as memorizing a pledge to a flag.
Nothing about this knowledge is about being disrespectful or interfering with law enforcement operations.

Some may say ICE wasn’t created until after the catastrophic military failure of 911. Ditto for the US Dept. of Homeland Security.
