Somehow- heroin traffickers cross into the US free of screening, scanning, pat downs, special IDs, inspection of personal items, etc.
Meanwhile, Joe Sixpack & the kids need to obtain special ID (since 2009) in order to go have lunch in Canada and return home- &, no sooner than 2016, to travel inside the US via commercial air.
